A distinguished engineer and strategic leader, James Earl brings over 25 years of high-level project management and engineering experience to JETY Inc. Combining rigorous technical expertise with a disciplined, mission-focused approach, James has built a career executing complex, large-scale infrastructure and construction projects across the public sector.
Before founding JETY Inc.—a certified Service-Disabled Veteran-Owned Small Business—James served as an Assistant Director for the National Institutes of Health (NIH). There, he provided pivotal leadership for a federal construction program with a $200 million annual budget, directing the planning, design, and execution of highly specialized biomedical and clinical healthcare facilities.
His extensive background is rooted in public health and environmental stewardship. As a Senior Permit Specialist and Commander with the Environmental Protection Agency (EPA) and a Deputy Program Director for the Indian Health Service (IHS), James led critical engineering initiatives, navigated complex interagency agreements, and drove infrastructure advancements alongside sovereign Native American Tribes and federal agencies.

As the Director of Transactional Operations for JETY Inc., Derek provides executive oversight for specialized federal initiatives and complex infrastructure projects. He serves as the Managing Principal Broker for a dual-state operation, leading a professional team of 60+ brokers across Oregon and Washington to ensure regulatory excellence. Derek has directed the compliance and closing of over 900 project lifecycles totaling $450M+ in aggregate volume, utilizing rigorous governance frameworks and standardized SOPs to ensure audit-ready, mission-critical performance.
Derek’s background is rooted in infrastructure and regulatory precision. From facilitating USDA research lab developments to managing complex clinical facility remodels, he excels at navigating intricate zoning, utility mapping, and environmental compliance. A CAPM candidate and Certified Negotiation Expert, he leverages formal project management frameworks to deliver technical transitions on schedule with rigorous quality assurance.
